I think the scooter is a good supplement to a car, UNLESS you live somewhere where the weather permits the use of the scooter all year long.

The best case study I can come up with is my sister and her Ruckus, on which she put about 18000km commuting to work and touring, all over 3 summers, damn did she love that thing.

Also, freeway riding on a scooter is not fun. 125cc isn't freeway legal in most states anyway. The "taking a shit" posture isn't that great anyway even if you have a large enough engine. For street riding or lower speed high way riding though, they're fine.

if you're referring to driving while not being a licensed driver, the standard consequence for that is delaying the day you can get your license by about 3 years. (but this 3 years is usually reduced to a few months in court)

if you're referring to driving without your license on you, it's a ticket for ~150 dollars, but you can usually get it thrown out if you bring your license to the police station within 48 hours of receiving the ticket.
